The functions that are essentially in the Human Resource Development Sector (HRD) sector include those functions and activities which have bearing on the following areas: Individual Development, Occupational and Group Development and Organizational Development.

The following are some of the functions involved in the HRM sector:

b.1. Reward systems—To create enthusiasm and initiative and to heighten the degree of motivation of faculty members in attaining excellence and professionalism, faculty members who have done meritorious services are being rewarded during the Civil Service Day. Likewise, faculty members who have rendered faithful and continuous service in the university are given Civil Service recognitions and awards.

b.2. Employee Assistance—The existence of PSU Cooperative serves as a financially assisting organization which allows members to apply for various kinds of loans in times of contingencies.

b.3. Employee relationship—The faculty club as the main controlling organization which looks primarily for the welfare of the faculty members is in itself an agency which seeks to improve the working relationship between the faculty and the administration and among faculty members themselves. It has created a grievance committee which settles certain differences or conflicts among the faculty members.

b.4. Research and Information system—Information flows horizontally or vertically in the organization. Meetings are regular to fast track important activities of the college. Inputs being provided by the heads of various operating units, chair of the departments and coordinators serve as benchmark data in creating decisions and giving provisions for their solutions.
